i just made points for sgt to be promoted on sept 1st, can i be flagged for promotion if i am under investigation, if the flag was initiated today on the 28th but its not a real flag it is a counseling.

AR 600-8-19 reads the following (as it should also state on your promotion orders)-

Promotion is not valid and it will be revoked if he/she is not in a promotable status on the effective date of promotion.

That being said... A flag removes you from promotion consideration due to suspension of ALL favorable actions. It sucks, but thats the way things are. I had to same thing happen a couple years ago which prevented me from pinning SSG...

Edit- Depending on how your unit is, when they initiate a flag, the date on the paperwork will be the effective date for that flag which will also remove you from promotion consideration.

The Commander has to remove you from the list, so if s/he doesnt, when the flag is lifted, you get promoted.
