Yes, you are flag with a non-transferrable flag so you cannot be put on orders and leave the unit/post before the investigation is over...its not about not promoting you, its about you staying put...but it still blocks your promotion.

What kind of FLAG is it. As long as your flag is lifted under Favorable Conditions your promotion will be back dated. I got flag last month 3 days before pinning on SGT... the flag was lifted about five days ago and I was promoted with my original date of rank.
