I am currently a single E-5 who is deployed to Iraq. My fiance and I would like to live together prior to getting married and I am being told that I can not live outside of the barracks. Is there any regulation that states I that I can make this happen?

Unless your Commander lets you move off-post, signs off on the memo, send its up the Chain of Command and the Barracks Manager agrees to let you move off post and get BAH, you will be living in the barracks until marriage.

Before I got married, I lived in the B's...my g/f (now wife) lived off-post and had an apartment she paid for herself, I stayed there so much that it was almost like living off-post...while I agree that its good to live together before marriage, I dont think its going to fly as a reason to get BAH and move off-post, but you can try.

Good luck.

I was sort of lucky in that regard. I lived in the barracks, and my wife lived in the barracks. Neither of us had roommates.
Following the rules, neither of us spent the night in the others' room, but we were close enough that it wasn't much of an issue.

We deployed together with the same Bn, and got married on mid-tour.

The only problem this presented was after deployment. We came home and were told we weren't authorized to live in the barracks, because we were married, and there wasn't room for us in on post housing. So we had to find off post housing quick, fast, and in a hurry. Ended up spending the first couple nights in a hotel.

I was forced to live in the B's as an E-5P because the barracks weren't full. I don't know about any other posts, but the housing office at campbell and carson wont sign off on anything unless you can prove that your barracks are at 95% capacity or more. You also have to have a statement of non-availability (95%) from your CO, which goes to the BN CO, then BDE CO.

You will have better luck then the E-4 that posted the same type of topic earlier because of rank. However, you may or may not get BAH.
