Ok bad topic I know but a quick question on the way it should work.

An individual asked for an investigation to be done for several reasons, leading to a hostile work environment, in a specific section. 3 weeks later the soldier is talked to by an EOR, and 24 hrs later an response is given. Stating the situation is fixed, with only talking to the soldier with the complaint and no one else. This issue seemed to be pushed under the table due to redeployments being more important.

Ok now for the questions:
1: Who is the EOR supposed to talk to? Just the soldier or other personnel in the section?

If the soldier is not happy with the out come then he/she can take it higher, appealing the findings. That should be down within 7 days of the orginal finding. Now if the soldier does this and does not hear from higher in over a month with repeat calls and messages on a answering machine what is the soldiers next step. Soldier has called the Division with no answer for over 3 weeks. This issue is better in some areas and getting worse in others. Leaders are shifting the blame around with the original individuals involed trying their best to sneak out of the whole thing.

How can I help this soldier when there seems to be no support within the Chain of Command and no help from a Division EOA.

This is a touchy subject that no one wants to touch.. I see what this soldier is having these issues/
