What can be done to leave recruiting a little earlier? (school aged SN child)

I am a concerned mama and Army wife so bear with me. We have a special needs child who is school aged. Husband hits his 3 years in recruiting in January and is projected to report to the new duty station in March of 2014. However, this is going to be a bit difficult for our special needs child who has difficulty transitioning as one of other behavioral issues (he is autistic). My husband has submitted a 4187 about two months ago and always gets told that they will let him what is going on when they hear something. The earlier report date my husband is looking for should be in November/December so our child can start the new year at a new school, rather than having to move right in the middle. Along with having to miss therapy and school days and aside of him being autistic, are units going to be cooperative when it comes to PCSing and having a school aged child?

Also, what is a timely manner for them to respond to the 4187 to change to an earlier report date? Is this the norm? I am about to give up and just tell my husband to extend recruiting duty because it doesn't sound like USAREC cares about special needs families and move during the summer instead.

Any tips, insight? There isn't much support within the recruiting world so I'm hoping someone here can answer some of my questions.
