I'm Intel, not MP, but this thread caught my eye with the term "other agencies." In the Abu Ghraib report, there were many mentions of "Other Government Agencies." Basically, that means clandestine groups that were never officially there (CIA, etc)... some of them were non-military contractors, native Arabic speakers called in to conduct interrogations. According to some of the accused MPs (Charles Grainer, Lindy England, etc), some of these "OGA" personnel ordered the abuse - oops, I mean the "setting of conditions" - of Abu Ghraib interrogation subjects.
I think it's unavoidable that there will be some friction when separate branches/agencies must work together. Heck, in my experience, there's friction between Regular Army and Reserve components... good luck to US Army and Polizei working together! The language and cultural SOP/traditions would probably be the biggest obstacles.
