A commander can weigh/tape people as often as he or she sees fit.
We were given guidance to submit personnel for weigh/tape if they have the appearance of being overweight.
We are in a new Army now...or going back to an older Army, depending on how long you've been in. They are trying to weed people out in many different ways.
Ultimately, it is the soldier's responsibility. If you are within the standard, you should never care about being weighed or taped. Constant weighing and taping dissuades soldiers from gaining then trying to lose it quickly before a PT test/weigh in.
It also helps catch soldiers that are slightly overweight, so they can correct the problem before they are 15lbs/6-7% over.
