I did 23 months of active duty time, and then got out on a chapter 8. I recently came back as a reservist, and I have 2 years TIS/TIG. At what point will my command have to promote me to SPC? Isnt there a certain amout of time that a Soldier can stay at one rank??
A command does not ever HAVE to promote or in your case advance a soldier. There can be numerous reasons why you arent being advanced.
If they aren't advancing you to Specialist there must be a reason, getting with your first line leader is the best way to find out what it is and start rectifying said issue. In the mean time just keep trying to max APFT, Weapons Qual, and making that extra effort to be a soldier that stands out and not one that blends into the back ground.

+1 to SSG Vaughan. But on the flip side, you need to double check your TIG since you came back in as a Reservist. Sometimes, it will reset since you were out of the service. Check your ERB ASAP for TIG info. Then check your LES for years of service.
