let me rephrase the question...if a SFC or 1SG were told to go to an NCO of qtr board or any other boarde should they? if they do then they must not have a job......or they dont care about their job....case and point senior NCOs develope soldiers and young NCOs, not try to compete against them!
It could also be for career advancement and or motivating the soldiers in the unit. If nobody in the unit is willing to go, why should'nt SFC Joe go to get him another AAM?
It could also be thier way of showing younger soldiers that you should constantly be working on self improvement. Although well seasoned and probably battle tested, a 1SG/CSM is still a soldier.
As far as competition....hey, its like that sometimes. I would rather lose to MY 1SG, then another corporal across post at brigade level somewhere.Step your game up if you want to win. LOL

Is this a Drill of the Quarter, Recruiter of the quarter? They are usually all SSG and SFC anyways, who are they supposed to compete against?

So you're suggesting that a 1SG or SFC has no need to professionally develop themselves, study army material, refresh themselves of current AR's, FM's & military information and present themselves professionally amongst their seniors and peers?
I'm suggesting you are wrong. Not to mention, if a sgt is doing their job right, they make the time to professionally develop themselves. If a company cannot survive without its 1SG for five hours out of a day then everyone in that company is worthless. Same goes with the platoon for the SFC.
