Yes, you cannot extend under the BEAR Program if your MOS is understrength (under normal circumstances).

Do you have a particular question?

So let me get this straight....when it comes time for me to re up and i am in C zone, 10 yrs or more...and i want to reup as a 96B in the bear program. I am unable to due to the fact I am in C zone and I can never get out of my lovely MOS as a 52D, because the in/out call is always N

Just because you out call is a no doesn't mean you can't do the BEAR program. An in/out call of N/N means your MOS is balanced and you can participate in BEAR. A Y/N means your MOS is understrenght and you can't do BEAR. A N/Y means your MOS is overstrenght and you can do the BEAR.

Sorry, you cannot extend under the BEAR Program for 96B as a SGT over 10 years; there's not bonus. You can as a SSG though.
