The current MILPER Message covering the BEAR Program, 09-147 dated 24JUN09, stated it would expire NLT 30SEP09. Since that day has come and gone with no new message being published, does that mean the BEAR Program is no longer in effect? I asked my CC about this and he said it would still be valid even past the expiration date until a new message is published. I am looking to confirm or deny his information. Thanks.

The info that you received is correct. Retention messages are still valid unless directed from DA to resind them or new messages are posted.
Have not seen resind orders.

I have done alot of research on the BEAR program because of the fact my window is about to open and if you go to the actual MILPER messages 09-147 is in the expired messages however it has an expiration date next to it of 1 NOV 09
