My husband had been in the Reserves for 10 years and over 2 years ago he became AGR. He just switched his MOS to supply (?) so you could qualify for a signing bonus. He has been told by several people that he will not receive a bonus because he is AGR, is this true???
There is no "Signing bonus" for AGR. However there is a reenlistment bonus for AGR soldiers. Tell him to see his career counselor.

Career counselors help soldiers with their career choices (reenlistments, new jobs, etc). We're not really missioned to work with AGRs but we normally help out anyway.
If there's not one by the front door of his reserve center, there should be one that visits periodically. If you can tell me where your husband works (zip code, UIC, location of the reserve center) and possibly his name, I can direct you to his local career counselor.
I'll also e-mail you the forms required to request the reenlistment and bonus.
Note that all MOSs are not eligible for the AGR reenlistment bonus (92Y is eligible). There are also other qualifications that he will need to meet.
