My husband will have 19 years Active duty in as of Sep 2012. Today while doing some research on retirement we noticed there are 2 different retirement plans that should have been brought up at year 15. His LES still says choice and his DIEMS is 930408. We were wondering is it too late for him to still pick REDUX and receive the $30,000 ? Also does he need to talk to S1 about this or someone else, he understands he needs to fill out DD Form 2839. Thanks everyone

You may have to talk to someone in finance directly but I believe that you can only make that choice at 15 years.

edit to add:
Redux is the link to the DFAS page of redux. It does not specifically say you can't let it after 15 years but it seems to look that way.

This is the part we are confused at, he was never given an option at year 15 and his LES still lists Choice. So that is why we are confused.

It may be too late for him to select REDUX now and it is never recommended even though you may need that money now.

Also, not everyone at year 15 is eligible

Also, your husband has been in the military for 19 years and still do not know where to go to get a certain question answered?? He could go to finance or the retirement office at his installation. Or talk to his sergeant major. What rank is he? Specialist? Smiler

1. THIS MESSAGE SERVES AS A "HEADS UP" FOR IMPLEMENTATION OF THE
DEPARTMENT OF DEFENSE (DOD) CAREER STATUS BONUS/MILITARY RETIREMENT
REFORM ACT RETIRED PAY OPTION (COMMONLY KNOWN AS CSB/REDUX). WHILE
AWAITING THE FINAL DOD IMPLEMENTING GUIDANCE, THIS MESSAGE WILL ALLOW
MACOMS TO POSTURE THEIR INSTALLATIONS TO BEGIN IDENTIFYING SOLDIERS
THAT INITIALLY ENTERED MILITARY SERVICE ON 1 AUG 86 OR LATER AND
NOTIFY THEM OF THEIR ELIGIBILITY OR INELIGIBILITY FOR THE CSB/REDUX
RETIRED PAY OPTION. THE FIRST GROUP OF ELIGIBLE SOLDIERS (THOSE WHO
INITIALLY ENTERED MILITARY SERVICE IN AUG 86) SHOULD BE NOTIFIED
DURING FEB 01.
2. PUBLIC LAW 106-65, THE FY00 NATIONAL DEFENSE AUTHORIZATION ACT
(NDAA) CHANGED THE RETIRED PAY SYSTEM, EFFECTIVE 5 OCT 99, FOR
MEMBERS WHO INITIALLY ENTERED THE MILITARY SERVICE ON OR AFTER 1 AUG
86. THESE MEMBERS WERE PREVIOUSLY COVERED UNDER THE RETIRED PAY
PROVISIONS OF THE MILITARY RETIREMENT REFORM ACT OF 1986, (COMMONLY
KNOWN AS REDUX). THE FY00 NDAA GAVE THESE MEMBERS WHO MET CERTAIN
QUALIFICATIONS A CHOICE BETWEEN CSB/REDUX AND THE PRIOR HIGH-3
RETIRED PAY PLAN. SOLDIERS IN THAT GROUP WHO ARE ELIGIBLE TO
CONTINUE TO SERVE FOR 20 YEARS AND HAVE NO ADVERSE ACTIONS PENDING
COMPLETION OF 15 YEARS OF ACTIVE FEDERAL SERVICE (AFS), MAY
ELECT TO RECEIVE A $30,000 CSB AND RETIRE UNDER THE REDUX RETIRED PAY
PLAN. SEE THE DIEMS INFORMATION PAPER ON THE PERSCOM WEBSITE IN
REFERENCE D FOR AN EXPLANATION OF THE DIEMS DATE AND THE THREE
RETIRED PAY PLANS.
3. DIEMS PERTAINS TO THE EARLIEST DATE OF ENLISTMENT, INDUCTION, OR
APPOINTMENT IN A REGULAR OR RESERVE COMPONENT OF A UNIFORMED SERVICE
AS A COMMISSIONED OFFICER, WARRANT OFFICER, OR ENLISTED MEMBER. IT
IS NOT NECESSARILY THE DATE A MEMBER ENTERED ACTIVE DUTY AND MAY BE EARLIER THAN THE MEMBER'S PAY ENTRY BASIC DATE (PEBD). SITUATIONS
WHERE THE DIEMS WILL LIKELY BE EARLIER THAN THE PEBD INCLUDE:
(A) ACADEMY GRADUATES - DIEMS IS THE DATE THE MEMBER ENTERED THE ACADEMY;
(B) ROTC OFFICERS - DIEMS IS THE EARLIER OF EITHER THE DATE AN ROTC
SCHOLARSHIP WAS EFFECTIVE OR THE DATE THE MEMBER BEGAN THE ADVANCED
ROTC PROGRAM; (C) BREAKS IN SERVICE - DIEMS IS THE DATE THE MEMBER
INITIALLY ENTERED AN ACTIVE OR RESERVE COMPONENT BEFORE ANY BREAK IN
SERVICE; (D) DELAYED ENTRY PROGRAM (DEP) OR DELAYED COMMISSIONING
PROGRAM (DCP)-DIEMS IS THE DATE THE DEP OR DCP CONTRACT WAS SIGNED.
SEE REFERENCE D FOR A SPREADSHEET LISTING THE DOCUMENTS THAT CAN BE
USED TO VERIFY A DIEMS DATE.
4. THE STATUTORY CHANGE IN REFERENCE B BECAME EFFECTIVE 1 OCT 99,
HOWEVER, NO SERVICE MEMBER (SM) WILL BE ELIGIBLE TO MAKE A CSB/REDUX
ELECTION BEFORE 1 AUG 01. SMS SHOULD MUST BE NOTIFIED AT THIER 14-1/2 YEAR
OF AFS. THEREFORE, EACH SM SHOULD BE NOTIFIED NLT 6 MONTHS PRIOR TO
THE DATE THEY COMPLETE 15 YEARS OF AFS. SINCE THE FIRST MEMBERS
AFFECTED BY THIS CHANGE WILL REACH 15 YEARS OF AFS ON 1 AUG 01, THEY
SHOULD BE NOTIFIED DURING THE MONTH OF FEB 01. INSTALLATIONS MUST
IDENTIFY SOLDIERS THAT HAVE DIEMS DATES OF 1 AUG 86 OR LATER,
DETERMINE THEIR ELIGIBILITY, AND HAVE PROCEDURES IN PLACE TO BEGIN
NOTIFICATION IN FEB 01.
5. ELIGIBILITY CRITERIA: A SM IS ELIGIBLE TO MAKE A CSB/REDUX
ELECTION IF THE SOLDIER MEETS THE ELIGIBILITY CRITERIA SPECIFIED IN
THE FOLLOWING SUBPARAGRAPHS AT THE TIME THE MEMBER COMPLETES 15 YEARS
(AFS). A SM WHO DOES NOT MEET ALL OF THE CRITERIA AT THAT TIME BUT
BECOMES ELIGIBLE AT A LATER DATE, WILL BE GIVEN THE OPPORTUNITY TO
MAKE A CSB ELECTION AS SOON AS THE CRITERIA IS MET.
TO MAKE A CSB/REDUX ELECTION, A SM:
A. MUST BE SERVING ON ACTIVE DUTY
B. MUST HAVE A DIEMS DATE OF 1 AUG 86 OR LATER
C. MUST HAVE COMPLETED 15 YEARS AFS AND BE ELIGIBLE TO COMPLETE 20
YEARS AFS
D. MUST NOT HAVE AN APPROVED SEPARATION OR RETIREMENT
E. MUST NOT BE PENDING AN MEB/PEB. ONCE MEMBER IS FOUND FIT FOR
DUTY, MEMBER WILL BE ELIGIBLE FOR CSB. IF MEMBER IS NOT FOUND FIT
AND RECEIVES A MEDICAL RETIREMENT, BY LAW, THE RETIRED PAY OPTION
WILL BE HIGH-3.
F. IF ENLISTED, MUST BE ELIGIBLE TO REENLIST UNDER THE PROVISIONS OF
AR 601-280. MUST NOT BE PENDING A DISCHARGE ACTION, NOTIFIED OF
QUALITATIVE MANAGEMENT PROGRAM PROCEEDINGS, NOR FLAGGED
PENDING COURT-MARTIAL PROCEEDINGS. UPON FAVORABLE RESOLUTION OF ALL
ADVERSE SEPARATION ACTIONS, PROVIDING THERE ARE NO OTHER
DISQUALIFYING FACTORS, THE SM THEN BECOMES ELIGIBLE TO ELECT THE
CSB.

G. IF AN OFFICER, MUST NOT BE PENDING A SHOW CAUSE, AWAITING
INVOLUNTARY SEPARATION, NOR FLAGGED PENDING COURT-MARTIAL
PROCEEDINGS. UPON FAVORABLE COMPLETION OF THE SHOW CAUSE, OR
INVOLUNTARY SEPARATION ACTION, AND IF THERE ARE NO OTHER
DISQUALIFYING FACTORS, THE SM THEN BECOMES ELIGIBLE FOR THE
CSB/REDUX.
6. COMMANDERS MUST NOTIFY SOLDIERS WITH DIEMS DATES OF 1 AUG 86 OR
LATER OF THEIR ELIGIBLITY OR INELIGIBILITY TO ELECT CSB/REDUX.
ELIGIBILITY WILL BE BASED ON HAVING NO KNOWN PENDING ACTIONS
SPECIFIED IN SUBPARAGRAPHS D THROUGH G ABOVE OR ANY OTHER FACTORS
THAT WOULD PRECLUDE THE SM FROM ATTAINING 20 YEARS AFS. NOTIFICATION
PROCEDURES WILL BE FURNISHED VIA SEPARATE MESSAGE UPON RECEIPT OF THE
FINAL DOD CSB/REDUX GUIDANCE.
7. THE ARMY WILL USE THE DIEMS DATA IN SIDPERS-3 TO IDENTIFY
ELIGIBLE SOLDIERS. THE INSTALLATION PERSONNEL ADMINISTRATION SECTION
(PAS) WILL ACCESS THE FIELD SYSTEMS DIVISION, HELP DESK MAILBOX 12 TO
RUN THE DIEMS STRUCTURE QUERY LANGUAGE (SQL)(SEE REFERENCE D) TO
OBTAIN A LISTING OF SOLDIERS WITH DIEMS DATES OF 1 AUG 86 AND LATER.
THE DATA FIELD FOR DIEMS IN SIDPERS-3 IS THE "INITIAL ENTRY DATE
MILITARY SERVICE (IEDMS). THE DIEMS SQL IS DESIGNED TO ALLOW
INSTALLATIONS TO RUN QUERIES THAT WILL INCLUDE THE DIEMS (IEDMS),
BASD AND PEBD TO EASILY IDENTIFY ANY DISCREPANCIES. THE QUERY ALSO
IDENTIFIES SOLDIERS FLAGGED FOR ADVERSE ACTION OR WITH A BAR TO
REENLISTMENT.
8. THE DIEMS DATA IN SIDPERS-3 FOR ENLISTED SOLDIERS AND WEST POINT
GRADUATES FROM YEAR GROUPS 1989 FORWARD ARE FAIRLY ACCURATE. PERSCOM
WAS ABLE TO OBTAIN ONLY THE DIEMS MONTH AND YEAR FOR ROTC OFFICERS
IN YEAR GROUPS 1992 AND 1994 THROUGH 1999. THEREFORE, WE USED A
DEFAULT OF THE FIRST DAY OF THE MONTH. ROTC OFFICERS IN THESE
YEAR GROUPS NEED CHANGE THEIR DIEMS DATE ONLY IF THE MONTH OR YEAR
SHOWN IS INCORRECT. DIEMS DATES FOR ROTC OFFICERS WHO HAVE ENLISTED
ACTIVE OR RESERVE SERVICE PRIOR TO ACCEPTANCE OF A ROTC SCHOLARSHIP
OR THE START OF THEIR ROTC ADVANCED COURSE ARE ALSO RESIDENT IN THE
DATABASE AND ARE FAIRLY ACCURATE. UNFORTUNATELY, DIEMS DATES FOR
ROTC YEAR GROUPS NOT MENTIONED ABOVE (YEAR GROUPS 1986-1991 AND 1993)
AND MOST SPECIAL BRANCH OFFICERS ARE NOT AVAILABLE. THEREFORE,
INSTALLATIONS SHOULD CONDUCT MANUAL VERIFICATION OF DIEMS DATES FOR
OFFICERS THAT FALL UNDER THOSE COMMISSIONING CATEGORIES. KEEP IN
MIND, THE PRIORITY FOR VERIFICATION OF DIEMS DATES IS FOR THOSE
MEMBERS THAT MAY BE ELIGIBLE FOR THE CSB/REDUX RETIRED PAY OPTION
(THOSE WITH DIEMS DATES OF 1 AUG 86 OR LATER). THE PROCEDURES FOR
UPDATING THE IEDMS (DIEMS DATA FIELD IN SIDPERS-3) ARE AT REFERENCE
E. COMMANDERS, PERSONNEL AGENCIES, AND INDIVIDUAL SOLDIERS MUST TAKE
ACTION TO ENSURE THE DIEMS DATA IS CORRECT.
9. IN AN EFFORT TO ASSIST INSTALLATIONS IN THE VERIFICATION OF
SOLDIERS ELIGIBLE FOR THE CSB/REDUX, DIEMS DATES WILL BE POSTED ON
FUTURE LES. DFAS ANTICIPATES BEING ABLE TO POST THEM IN THE REMARKS
SECTION OF THE LES ON EITHER THE END OF MONTH FEBRUARY OR END OF
MONTH MARCH LES. INSTALLATIONS SHOULD BEGIN LOCAL MEDIA PLANS TO
EDUCATE SOLDIERS ON THE CSB/REDUX RETIRED PAY PLAN AND HAVE
PROCEDURES IN PLACE TO VERIFY AND CORRECT DIEMS DATA IN SIDPERS-3
BEFORE THE DATES APPEAR ON THE LES. KEEP IN MIND THAT SOLDIERS WITH
DIEMS DATES OF 1 AUG 86 AND FORWARD ARE THE FIRST PRIORITY FOR
VERIFICATION AND CORRECTION. STARTING THE MONTH OF FEB, NOTIFICATION
OF ELIGIBILITY SHOULD BE CONDUCTED ON A MONTHLY BASIS FOR SOLDIERS
THAT ARE AT THEIR 14-1/2 YEAR OF AFS. ACCURATE DIEMS DATES MUST BE
CAPTURED FOR ALL SOLDIERS BY FY03. RECOMMEND INSTALLATIONS DEVELOP
PROCEDURES TO VERIFY DIEMS DATES DURING ANNUAL RECORDS REVIEWS,
SOLDIER READINESS PROCESSING, PROMOTION RECORDS REVIEWS, AND DURING
IN/OUT PROCESSING.
10. SOLDIERS WILL BE NOTIFIED NO LATER THAN THEIR 14-1/2 YEAR OF AFS
CONCERNING ELIGIBILITY OR NON-ELIGIBILITY FOR CSB/REDUX. SOLDIERS WILL
HAVE SIX MONTHS FROM THEIR DATE OF NOTIFICATION OR UNTIL THEIR 15TH YEAR
OF AFS, IF THAT IS A LATER DATE, TO MAKE THEIR CSB/REDUX ELECTION; HOWEVER,
ANY ELECTION RECEIVED BEFORE THE SOLDIER’S 15TH YEAR OF AFS WILL NOT BECOME EFFECTIVE UNTIL THE 15H YEAR OF AFS. SOLDIERS WHO ARE NOTIFIED AFTER THEIR
14-1/2 YEAR OF AFS WILL HAVE SIX MONTHS FROM THE DATE OF NOTIFICATION TO MAKE THEIR ELECTION. HOWEVER, IF THEY RETURN THEIR ELECTION BEFORE THEIR 15TH YEAR OF AFS, IT WILL BECOME EFFECTIVE ON THEIR 15TH YEAR OF AFS. ELECTIONS RECEIVED AFTER THE 15TH YEAR OF AFS WILL BECOME EFFECTIVE ON THE DATE RECEIVED. BEFORE AN ELECTION BECOMES EFFECTIVE, THE MEMBER MAY WITHDRAW THE ELECTION. ONCE EFFECTIVE, THE ELECTION BECOMES IRREVOCABLE.
11. ADDITIONAL INFORMATION ON THE NOTIFICATION AND COUNSELING
PROCEDURES WILL BE FURNISHED BY SEPARATE MESSAGE UPON RECEIPT OF THE
FINAL DOD GUIDANCE.
12. REQUEST EACH MACOM PROVIDE A CSB/REDUX POINT OF CONTACT (POC) TO
RECEIVE FURTHER DOD AND ARMY CSB/REDUX IMPLEMENTATION GUIDANCE NLT 16
FEB 01.
13. POINTS OF CONTACT FOR THIS MESSAGE ARE MAJ DEBORAH IVORY, CHIEF,

Ok, I just read your post on compassionate assignment and now this. For a 19+ year vet does your husband want to retire, stay in or retire in a place where you father is at in Florida to align for his future civilian endeavors?

No "wise" my husband JUST realized that there were 2 different options. He had never heard of the redux before yesterday. He only thought there was the traditional retirement.
And YES he does know where to find "answers" but it is hard to find "answers" when it is a 4 day weekend.
No he is not a "specialist" so thank you for the "wise" @ss answer.

He can not stay in past 20 due to his MOS is being cut out. And the compassionate reassignment for his dad was just a question. I apologize if my husband doesnt want to go and run to his COC for every question. He likes to ask around first to get repsones from others before wasting the COC time, if it isnt feasible.
However if it were my husbands choice he would stay in the Army until he was 90

You very welcome but I knew about the REDUX for ages already but I came in 1983.

So from your responses, your husband is either an E5 or maybe an E6. No way an E7 or higher. Impossible if he is this much uninformed. Hmm, you know he is able to ACAP two years before his retirement and should have received his retirement brief already. You do know that? Perhaps if he did, he would know.

Plus the Army is not going to compassionate reassigned someone with less than 2 years remaining in the Army. Also, nothing wrong with asking the COC about this because it is part of their job. Also, why the rush? He cant talk to anybody about it until today. I rather do that than to have my wife ask about her husband's situation. Who wears the pants?

BTW, I am in Afghanistan and do not have the luxury of four-day weekends. But when off-duty, this board does kill time.
