Yes, you can only re-enlist for the cash bonus once per re enlistment zone.

Would it matter if I reenlisted for current station stabilization last time? I got my bonus just because of that.

It does not matter. You are only authorized one cash bonus per zone regardless of what else you re enlisted for.

Can you wait until you hit your 10 year mark? You will be eligible for a C zone bonus at that time, however you won't be able to pick your duty station or reup for stabilization...you need to weigh your options.
