So... the OSD kicked back the new CSRB request (hopefully with suggested changes), it's now been recently resubmitted (hopefully with those changes made). So, common sense would dictate that after 8 months of waiting it should be signed soon!
Oh wait... we're talking about the OSD. Nevermind... kinda reminds me of the way the Congress operates.

How does DFAS outrank OSD? If it was signed, DFAS can't say it won't work.
Maybe we should all email Lance and tell him how "Unhappy" we are with waiting over 6 months for something that was promised to us, after we did everything we were supposed to...
THIS IS THE SAME GUY WHO PAID PEOPLE, THEN SAW IT WAS ILLEAGLE SO HE JUST STOPPED AND DIDN'T TELL ANYONE EVERYONE HAD TO FIGHT FOR ANSWERS AND AWAY TO FIX IT. ANYWAYS THIS IS THE GUYYS MAYBE YOU CAN GET SOMETHING MORE OUT OF HIM. I DON'T WANT TO WAIT ANOTHER 8 MONTHS!!!!!!!!!!!!!!!!!!!

I called the dude. He was civil with me on the phone and he explained the problem. He said that the paperwork G1 submitted addressed a memo that dealt with paying people lump sum and didn't even address the DOD reg stating that we cant get paid until we are serving the time payed for. He also said that it only listed 6 people to pay not the 28 that are waiting. It also said effective imediatly which means that it wouldn't cover those of us who have already submitted. He also said that other services have to bless off on this b/c it addresses a DOD reg and that is timely and that it may be quicker to do an "Army only exception".
I AM IN AWE. After 4 months (or however long this has been worked on) Its not right. As someone in my shop put it "we're the most powerful Army in the world and we can't get 28 people paid. Don't these people write policy letters and memos for a living?

thanks for posting your conversation here. It sounds like it is going to take another 8 months for SMs to get paid.
I have been e-mailing back and forth with Mr. Baker today. He has been very quick to respond and we were both civil to each other. I told him "our" main concern was no one was giving us any information. This is the last e-mail I received from him...
quote:
The issue involved is that you cannot legally pay a CSRB before soldier actually starts serving the additional duty service obligation (ADSO). In April, HRC thought they could get around this by adding a sentence to the approval memorandum that says pay now, start serving later. I caught it and rejected all the approvals back to HRC. They concurred, and gave the issue to Army G-1. They in turn sent the issue to the Office of The Secretary of Defense (Sec Def). On Wednesday, we received a copy of the Sec Def's decision. I rejected it back to Army G-1 because it did not address the ADSO issue. So Army G-1 is continuing to work the issue.
Army G-1 also informed me Thursday that they had a large group of approvals with the ADSO issue that they are holding pending the Sec Def's decision. I would have to assume that you are in that group, as I do not have an approval on hand for you.

So here's an idea... I mean call me stupid, but maybe Army G-1 should get with the DFAS guy, figure out EXACTLY how the proposed CSRB message should read so that all of the soldiers (present and future) can get paid, and THEN present it to the OSD.
Seriously, what do think the Sec Def is going to say when he sees this thing on his desk again???
If this would have been done 8 months ago... well, I guess that I'll just leave it at that.
