Question 1 -- If you have over six years in service at the time of reenlistment, you must reenlist for 4 years or more to get a bonus. You have to break the zone and the B zone is from 6 years to 10 years. So, at your new ets (after you reenlist) you must have over 10 years of total active federal service. They are not giving you the run around.
Question 2 --Question 2 -- Not enough information to understand why "they" would want you to reenlist by months end. Next time you post, you should post more info. (i.e. ETS date, BASD, PEBD) There are qutoas, but they are not monthly quotas. One reason they might want you to reelist before the end of the month is that the current bonus message may end before then and will result in you recieving less bonus.
