I ETS'd in June from my first enlistment, went Reserves but am going active again within 90 days of ETS. Reserve bonus was not received.

I have read that within 90 days the reenlistment bonus is the same as Active duty reenlistment. Is this true?
Under these circumstances and being a 68W E5 will I qualify for the Enhanced SRB, MILPER 07-180?
