As a prior Sailor here is the answer: According to the Army Regs you need command approvement up at Brigade...translation, go to S1 and see if the Submarine Warfare is in the system they use to update your ERB (I know the Surface Warfare is but not the Fleet Marine Force is not.)
As far as your ribbons: According to my CofC, you were your Navy ribbons, not the Army versions, except for the marksman ship ribbons. Whatever qual you recieved at the range since being the Army is what marksmanship you are considered. So if you have a NAM, you wear the NAM, not the AAM.
