What Regualtion states an Officer can counsel an E7 or below

I'm pretty good at knowing the regulations and I never give information unless I know without a doubt what the regulation is and what it states. I was asked whether an Officer can counsel an E7 or below (not NCOER's) and I am having an issue pin pointing the regulation the states without a doubt that an Officer can do so. Can anyone help?

Any leader is authorized to counsel any subordinate. That means anyone who is your superior either through rank or position is authorized to counsel you.
