Lifting flags for deployment?

I'm currently my company training NCO and have received conflicting stories about whether flags are lifted for a deployment or not. I can't find anything in the Flags regulation (I can't remember the number right now). I'm worried about some non-deserving individuals coming down on the "auto-promotion" crap when their flags are lifted for our deployment. If this IS a regulation/policy, could someone please reply with the MILPER/ALARACT/Regulation number so I can figure out what should be done? Thanks for all your help!

Why would you lift the flag for deployment? Most flags will not prevent an individual from deploying. The only case I can think of is an active investigation for adverse action where the SM would be required to be present for any trial, court martial, or questioning.

I've deployed many Soldiers who were flagged for overweight, apft failure, etc.
