CPL 4187 issue

Okay I am currently a cpl in the us army. I was promoted back dec 1 2009...but when promoted my CO was the one who signed off on my 4187. Now I am being told my LTC needs to sign off on it, the problem is when I take the 4187 to my orderly room it doesnt make it past 1sgts desk. When i approached 1sgt he tells me that he is going to be demoting all the CPL's and wont approve anything for the rank. Now..is this at all possible...read the regs and i cant find any useful information on the topic...any help here?

IMO, you should be looking of ways to get promoted intead of letting your 1SG looking for ways to demote you (not really, youre still an E-4 anyways). I believe he can do it for the fsct that it was only a promotion thru a 4187 not a DA promotion or maybe he's doing it because all you that got promoted to CPL were not autorize by the MTOE in the 1st place.

trust me i would love to be promoted but with my points at 798 for the past year, its proving to be a bit difficult.

it is a lateral APPOINTMENT not a promotion, corporals are only needed if there is no sgt to fill the position, stop whining your 1sg is well within his lane, get some hard stripes

adept...i dont know your rank..nor care dude but i know that if your this way with your soldiers...then they promoted the wrong damn person during your board. Its called asking for advice from people who have been through the stuff already, not asking for a cock bag to voice his opinion on other peoples rank negatively or their situation.

corp the issue is your are an E4 secondguessing the descion making of an E8.

corporal to specialist is not a demotion, it is a LATERAL appointment which i have already said.

You wanted advice from someone who has been thru this already? well considering i was a corporal before i got promoted, and i told you to stop whining because the 1sg was well within his lane i think you got that advice.

you were never "officially" a corporal because the 4187 or memorandum(either can serve as notice for this lateral appointment) has to be signed off by the first o-5 in your chain of command.


In addtion if you are not currently slotted in an e-5 or e6 position according to your units MTOE then you are not even authorized to be laterally appointed to corporal.


these are things your 1SG probally already knows when he made the descion to not get your 4187 signed by the correct approval authority.

dont you worry about how i am with my soldiers, i never leave them uniformed like you ovbiously have been, you need to learn to worry about what is in your lane and not worry about what is going on above you, that is the issue with todays soldiers.

@ Corp, Were you promoted (pinned on) CPL in DEC 09? or "promoted" by way of 4187 and never pinned? It doesn't really matter just curious. I hate to break it to you but as abbrasive as his first comment seemed, Adept is 100% correct.

Not sure why but it always seems that there is some kind of BS surrounding CPLs. Most of the time they are whinning about being promoted or demoted. While CPL is technically a rank it means almost nothing. Yes I know...you're an NCO now and your in charge of the SPCs and PVTs in your section/squad and it looks cool...but you're still an E4. You get no extra money, ALL of the other "real" NCOs don't really consider you to be an NCO and the biggest thing is that it can be taken away as quickly as a fart in the wind.

The key take away here is that it's a LATERAL appointment. SPC to CPL shouldn't even be refered to as a promotion.

and btw i wasnt "promoted" during my board, i was recomended, i was "promoted" when i reached cutoff
@785 when i had 796 points. Smiler

I just wanted to get on a say something here. First off everyone makes very valid points about the fact that you have to be in the correct slot on the MTOE. These are the things you need to find out from youyr 1SG: what are the requirments by him for a CPL. Second thing is if you want to keep your CPL you need to fight for it. Make it something that your chain of command feels they need as much as you do. Last off I would like to point out to everyone who down plays who or what a CPL really is that a CPL is a real NCO. Just because it is a lateral appointment doesnt change the signifacents of the rank. A 1SG is by paygrade an E8 smae as a MSG but a 1SG is so much more than just an E8. Same applies to all the CPLs out there you are not an E4 that is a pay grade not a rank. There is a differance between an E5, E6, E7 and a SGT, SSG, SFC. The differance is one is here for a paycheck hence the paygrade they refer to themselves as and some of us NCOs are here to train and lead soldiers that is a Sergent

lol i thought so, my point was to not use the "my points are always @ 798 as an excuse, it IS possible, just takes alot of hard work
