Can someone point me in the right direction here? I'm wondering where it says in DA PAM 611-21 that SOJT is not an acceptable form of training?

I really think the Army could save a ton of money if they used Waivers of Formal Training to their full advantage. If a NCO has over 12 months rated time in a field I think they might know what they are doing.

Have you contacted the branch proponent of the particular MOS you think the training would qualify for?

I've seen waivers go through.
