Is a commissioned officer allowed to publish a book? I'm confused on the rules regulating outside business and whether they would apply to this.

I would think so, as long as one doesn't reveal sensitive information i'm guessing....

consult the Department of Defense Ethics Guidelines. There should be an ethics counselor at JAG that can help you out. Officers have more restrictive guidance than enlisted folks do.
