If you are having trouble finding velcro watch straps, they sell a velcro watch strap at Military Clothing Sales on FLW that your husband can put the face of his watch into. As for the watch, I woul go with a cheap ironman or similar because it may not come out of basic in the best shape. Remember, buy nice or buy twice, so don't go super cheap and get a 5 dollar Walmart Special. He can turn off the beeps and noises on his own. That is a pretty standard feature on all watches. I ended up buying a timex for about 30 bucks that was dark brown and had a digital compas built int the watch face. The compass may not be 100% accurate, but it will give you a good enoug azimuthh (direction) to get you home if needed...or at least close to where you want to be.

my timex (not the one pictured) was bought in reception for $26 and is still going. I still wear it for PT and in the field.
