Once you're in a group, you normally stay in that group for a good amount of time ... unit cohesion.
Your husband has to get with his Career Counselor and they can request the group though HRC. If there is a vacancy and the need is greater there, it's a good possibility.
I'm not in SOCOM, so this is an outsider's opinion. The hardest thing about switching groups for your husband could be his language. All the SF groups are regionally oriented. 7th group is oriented to Latin america and probably speaks Spanish and portuguese. He'd have to learn a new language or find a group with a slot for his language.

It is possible to switch groups but its never an easy thing to get, but it is possible. The best bet is having him go through his company SGM and get the paperwork going. With him up for re-enlistment they should be able to at least try and get him another group or at least see if it is possible. But in the last 5 yrs I have only known 2 guys who have switched groups. So good luck.
There may be an internal policy for the SF or maybe reenlistment can work out a deal. There may be local incentives to switch groups through retention.
