is a soldier allowed to reclass or reenlist if he or she has been redced in rank due to an article 15 and is not flagged

I knew of one person who did in my unit.. He was an E-5 and got an Art-15 went down to E-4 and still reenlisted and reclassed to a transportation cordinator mos. Don't know if that is allways the case though.
