Just wondering if it is possible to have an officer from another branch of service perform the reenlistment ceremony for a Soldier.

Also, is there anything that states that they have to be at the same location or is it possible to do it via VTC or landline if the officer happens to be deployed to another location?

AR 601-280, Appendix D, paragraph C states:

A commissioned officer or a commissioned warrant officer of the Armed Forces of the United States, will administer the oath. The officer must currently be on either active, reserve (active or inactive), or retired reserve status.

Although I have not seen actual regualtory guidance on it, I've seen reenlistments done through VTC.
