I just received word that I've got an assignment to Ft Campbell with a report date sometime in April. I want to wait until the 1st to re-enlist but the batter re-up rep is saying that I MUST do it before the new fiscal year or sign a Declination statement, is that true can they force me to sign or re-enlist more than a year out from my ETS

You need to check your EDAS cycle date (the date you came on orders), you have 30 days from the EDAS cycle date to take action on the assignment. You cannot be forced to sign a DCSS, but after 30 days one can be placed on you. Only your servicing Career Counselor can initiate the DCSS. Also, check out the following webpage: http://www.armyreenlistment.com/dcss.htm
