Under what conditions can I reclass thru a 4187 without stagnating until my DEROS, and other than OCS, WOCS, SFQC/SFAS?

My professional development is priority, and has been all but halted "promotion wise" in my current MOS. I have decided to persue another job in the Army...outside of Signal. Your current job kind of loses it's luster after DA tells you that you are going to wait years to get promoted to E-5...unless you Max college, awards, etc, it sucks even more when you see guys in other MOS's are fast tracking past you with like 3 years in the Army. There is no justification for that, it's symptomatic of a broken system that kills careers and morale. I have sucked it up and driven on...now my tanks empty. I am anxiously awaiting a reconfirmation of my expectations...which end as the title of this thread.
