(b) A minimum score of 116 in aptitude area EL on ASVAB

(c) A minimum score of 117 in aptitude area EL on ASVAB
tests administered on and after 1 July 2004.

This is an excerpt from MOS 25S from the MOS Smartbook. You have to meet the score requirement in addition to other requirements like having a clearance. The difference between ST and GT is that one (ST) is your Technical score, and (GT) is your General Technical score. When you took the ASVAB it broke down your scores based on how you did. So look at your ERB, and you will find your scores. You can not reclass into an MOS in which you do not meet the requirements. Here is the link to the MOS Smartbook.
