This is NOT a "law" ... it's Army policy. From the MOS Book ... (7) A security eligibility of SECRET. (a) Requirement for a SECRET security eligibility is effective 1 October 2007 for all new accessions into MOS 25M. Soldiers in the Delayed Entry Program (DEP) on or before 5 August 2007 with contracts for entry after 1 October 2007 are excluded from this requirement and will be processed as in-service personnel per paragraph 7(b) below. (b) Requirement for a SECRET security eligibility is effective 1 October 2010 for all Soldiers holding MOS 25M who entered service prior to 1 October 2007 or were in the DEP per paragraph 7(a) above.

Absolutely not. Why would the Army have a fully qualified 11C ETS and then pay for that fully qualified 11C enlist as prior service and pay for new training when current retention policy doesn't support this? 25M is balanced throughout.
