My current mos is 92f which is understrength and I want to go 21c which is also understrength. Can I reclass from one understrength mos to another? If so how do I go about doing that? My current rank is e4p and my ets date jan10. thanks for your help.

Have you ever reenlisted before or do you have prior service?

I had prior sevice, I was in for 4 years got out and came back in after 6 months. When I came back in I changed my mos to 92f from 21b. thanks for your help

They also say I am a mid career soldier, I am not sure how that effects me as far as reclassing from understrength to understrength mos.

Because you are a mid-career Soldier, you do not qualify for Option 3, Army Training Reenlistment Option; but you can proably request an exception (through your Career Counselor).

You'll need to choose an MOS from the Priority MOS list.
