I was enlisted in the navy for 14 years and switched over to the army as a E6. i have been eligable for E7 the last two times. I recieved emails stating everything is good to go for the board. Now my unit is saying i need WLC before i can go to bnoc.. were can i find out or what transfers from the navy to army or do i really need wlc since i am e7 eligiable..

You need to bring in all of your paperwork from any leadership schools you attended while in the Navy. It will be evaluated and you will apply for an euivelency exception. Reason I know is I have a Soldier that came to me from the Marine Corps eligeble for E-5 and his leadership courses counted as WLC equivelent.
