I came to Korea (Area I) 90 days after returning from Iraq.

Do you think a branch manager will take this into account for reassignment?

Sorry for the ambiguity.

I am married and we have our first child on the way in a month or so.

After returning from Iraq I had 90 days of dwell time. Then, I PCSed to Korea for a year and now I wonder if I will get any dwell time.

I have always been told dwell time goes by unit not by individual, so if you deployed when you get back if you PCS you run the chance of getting assigned to another unit that is deploying and end up deploying...

Depending on the unit you get you might not get deployed for a while or you'll deploy when they are scheduled, when I came back from Korea my unit was aware that I had just came back and tried not to deploy me (individual taskings) 2 months after I got back...but thats that unit, another unit will be different...

There is also no harm in calling up or emailing your branch manager, explaining your situation to them and see if they can slot you at a post with a unit that is either not deploying or just returned from deployment. A lot of soldiers are unaware that you can talk to branch about your assignments.

He is authorized dwell time as well..even though it might be true that it's the Unit that gets the dwell time...This is the thing, the unit you PCSed to will NOT tell you that you are authorized the dwell time. You will have to fight it as an individual and eventually they won't have a choice but to give it to you. It's just one of those things in the military that you have to look out for on your own.
