I received another bad NCOER and I don't know what i can do about it. I have been the Army for two years now but I came over in the Blue-To-Green Program because I have been in another reserve unit for over 14 years with some active duty time. So I came into the Army as a NCO with no long-term Army NCO training. Initially I was met with open resistance by my Rater (acting 1SG) and platoon sergeant (SSG) who initially informed me that if it was up to them, NCO's from other units should come in as E-4 initially.

Well I suck it up and try to blend in to avail; I was told by my rater that our unit doesn't have enough Soldiers to provide me a mentor in my new MOS; but nevertheless, I will be expected to know everything like a well-season Army NCO. I got chewed out publicly in front of Soldiers everytime I made a mistake. My first NCOER (last year) was bad. Long story short, I became a victim of reprisal and requested to be transfer out of the battalion. I got moved to a different company in the battalion instead.

Only to find out later, that my previous company had merged in with company that I transferred to; and I received the same rater (SSG) who gave me an even worse NCOER this year!

As of now, I am preparing to go to my new 1SG over this and he is only going to give me one hour to present my case on why these bullets need to change.

COMPETENCE:

o demonstrated inability to accomplish simple tasks; consumed valuable leader's time in assisting with the completion of menial tasks

And this whole year was on an assignment that had nothing to do with my initial MOS.

How can I appeal and let my 1SG (and CSM who knew) know that I really should have been transferred out of this battalion last year? I know I am a victim of reprisal but I can't prove it thoroughly.

Also, my old rater did not counsel me the entire year but he wanted me to make it look like he did (he was my rater for about 6 months). Also, he forged the counseling dates because I received no quarterly counselings (same stuff done as last year).

This is what i would do ..

1. download AR 623-3 and read it.

2. make notes(with dates)on your acomplishments during each counseling period. Try to relate them to counter the negative bullet(s). Be accurate, truthful and realistic.

3. Contact and address this through you NCO support channel (starting with your Rater) and record dates,times and results of your meetings. Take notes during each conversation. Be prepared, firm and respectful. Be prepared for questions like "are you threatning me?" response : " No 1SG I'm not, but I am prepare to exercise my right to take this to my NCO support channel and COC after that and further if necessary".

4. become very familiar with the appeals process in AR 623-3. Also contact the IG and ask about the process for taking this issue to them. Important: tell them that you are exerciseing your NCO support Channel and COC and just want INFORMATION ONLY at this point. I wouldn't even give my name or unit at this point, the IG staff will respect that.

5. I recommend taking this matter to the IG be your LAST RESORT after you have talked to everyone possible in your NCO Support Chanel and chain of command.

Your "best bet" to get the NCOER changed to reflect your performance is to get the Rater and the unit to realize the you are serious, WELL PREPARED, and very familar with the AR. Be respectful and professional. Make your case and review what happened in the pervious meetings to each member of the NCO support channel and COC. Let the Rater know that you were not counselled on the dates and that there must be some mistake (he/she made it), but by putting it that way you give him/her a way out (if they choose to take it). If they don't take it, record what happened in you notes "drive on" to the next link in the chain. Hopefully someone in the NCO support channel will call your rater and tell him/her to fix this because its not worth the attention from outside the unit.

last point: make-up your mind quickly and get busy. If you decide to do this, don't loose your nerve and be perpared to carry it all the way.
