On the NCOER, for excellence and marginal...how many bullets have to be there.

It is my understanding that bullets are mandatory for excellence and marginal but you do not have to put bullets for success...but someone is saying that you need 3 bullets for excellence ad marginal and 2 bullets for success. I am looking at the regulation right now and does not state anything about how many bullets, just that they are either mandatory or not. I think this person is referring to her last unit's policy.

Wow, I just went over this with my supervisor. I'm wondering the same thing, so anyone that has an idea will help a few out.

The entire NCOER bullet section can be blank with successes. For excellents and marginals you need substantiating bullets.

Why on Earth you would write an NCOER with no bullets, I have no idea. The way I see it, that is pure laziness. If someone doesn't deserve a single bullet in success then maybe they deserve a marginal. Just my opinion though.

Bullets are mandatory regardless of ratings given for part IV. Per DA PAM 623-3 para 3-7 pg 45

AVN91 is right. The old references did not make it mandatory. It has changed. Read up on your regs.
