On the NCOER, for excellence and marginal...how many bullets have to be there.

It is my understanding that bullets are mandatory for excellence and marginal but you do not have to put bullets for success...but someone is saying that you need 3 bullets for excellence ad marginal and 2 bullets for success. I am looking at the regulation right now and does not state anything about how many bullets, just that they are either mandatory or not. I think this person is referring to her last unit's policy.

Whats the difference between a SGT and a SGT(P)? I have a chance at getting promoted soon!!! hehehehe

Wow, I just went over this with my supervisor. I'm wondering the same thing, so anyone that has an idea will help a few out.

The entire NCOER bullet section can be blank with successes. For excellents and marginals you need substantiating bullets.

Why on Earth you would write an NCOER with no bullets, I have no idea. The way I see it, that is pure laziness. If someone doesn't deserve a single bullet in success then maybe they deserve a marginal. Just my opinion though.

Bullets are mandatory regardless of ratings given for part IV. Per DA PAM 623-3 para 3-7 pg 45

AVN91 is right. The old references did not make it mandatory. It has changed. Read up on your regs.

Would you want your NCOER without any bullets if you didn't get all excellences?

The first thing hopefully you did was give that NCO an intial counseling within the first 30 days of his/her rating scheme and f/u monthly then quarterly to ensure they were meeting the standards and expecatations you set forth.

If they don't know what the standard is then how can they strive to exceed them?

So when it comes time to write their NCOER you have ultimate confidence.

Writing NCOERs to me is EASY! My NCOs know exactly what they're getting because I am constantly mentoring them. A good tool I use for counselings is that I have them fill out a self-evaluation sheet prior to each quarterly counseling!!

What are you supposed to do when your rater for some unknown reason missed a majority of the stuff you did do and rates you a 3 and the senior rater has you as a 2?

And when are you supposed to sign it mines was due in Jan 1st? it is now Mar 24th?

Actually the rater doesn't give numbered ratings only Among best, fully cap., and marginal. Senior rater gives Overall Performance 1-5 and overall potential for promotion 1-5.

Here is some guidance, I am BN S1:

-Bullet comments ARE mandatory regardless of box checked; like stated before look into the new Reg. things have changed

-Excellence should have 3 quantifiable bullets...I've seen 4 single line weak bullets and I turn them back and the new Reg. does not specify how many bullets to put, but 3 beefy bullets are the key

-Success should have 3 bullets as well, but like we all know there are lazy raters, technically you only need 1, but I advise other wise

-Marginal should have at least one and documentation to back it up.....If you give a marginal and give fake dates for counseling and no documents to back up your reason IT WILL NOT FLY

Rule #1: Expect a bad hop
