Sorry I don't know any web sites, but you can pick up a few books at the local clothing and sales that will help you with some bullets. Beware that most are 'fluff' bullets. I am sure you know this, but the Army wants quantitative and qualitative bullets. While these evaluations are supposed to be serious, I have come across a fun web-site with bullets that would probably make the CSM cringe such as "Promote to civilian now". If nothing else, make friends with your S-1 since they have a lot of ecperience proof reading NCOERs and working with them in general.

First off, the website Medic is talking about is here:
Second, I don't like the fact that I have to write my NCOER (two out of the last three times), and I don't think it should be that way at all.
Third, I tend to use NCOER.com as a starting point and mind joggler after I have come up with completely original bullets not contained therein. Normally I come up with at least one of the three bullets without using the site, then I use that as a filler for the other bullets, adjusting them sometimes none or sometimes dramatically to fit the particular NCO. Next, I usually ask the NCO for input. Lastly, I look back at some of my older NCOERs to get ideas if I am still stuck.
I start to shake viciously when I hear of Units that have the rated NCO write their Evaluation. This is NOT THE RIGHT ANSWER!!! I've been fortunate to have not have this happen to me, so I have never told an NCO to write his or her own eval. You should take pride in rating NCO's and having an influence on their professional growth.
I have to share this story. Got deployed in 06 under an Active duty PSB (I'm in reserves these days). The detachment sergeant made the PLT Sergeant rate 10 NCO's...RIDICULOUS. There were 3 different sections who had an NCOIC in each and they weren't the rater of NCOs below them. The PLT Sergeant should have rated those NCOICs and the NCOICs should have rated their sections NCOs. The Army as a whole needs to rectify this like yesterday.
I'm being rated by an AF E-7, who is having me write my own as well, since I "know the format". Essentially, he's coming up with bullets, but wants me to piece it all together. Seems kind of odd, I've never handed a soldier a 4856 and said "go ahead and write it"....although I did counsel myself many times as a tool to learn how to counsel others. You could probably say my Squad leader didn't want to do the work, and maybe that's the truth, but as a result, I can write some pretty quality counselings.
Now if doing my own NCOER is going to produce the same result..who knows.
I don't think it's too much of an evaluation if you're doing it yourself. It's less biased coming from a supervisor, how it's supposed to be.
