My SR Rater dictated to my rater(s) what they should put on my NCOER(s). I do not feel that this is consistent with Army Values. This has happened twice, with two different raters. They of course were being rated by my Sr Rater. The first one...a MAJ, admitted this to me after he left the unit. The 2nd one, also a MAJ, has yet to admit this. However, leading up to the 2nd "bad" NCOER (received 3's on both of them). Also, the Sr directed a bad counseling...the only basis for the 2nd NCOER being poor. Months afterward, a MSG admitted to me that he was in the room when the Sr rater told my rater what to say and/or how to word the document (bad counseling which is filled with lies). Another Sr officer was present (0-5 Sr Rater)(0-4 my then rater) (another 0-5) (and the MSG) FOUR people. The MSG now sees things differently and he is now being targeted by my old SR Rater. I am in a different section. Please advise...
go through the appeal process.... and no, your senior rater can't make the rater change the bullets. They do however have their own bullets to add in there also.

In a word....HELL NO!!!! If anything, the reviewer/ratee should've seen a conflict in bullet comments if your rater would've had the cajones to write what HE wanted to write. That way at least, your CSM would've questioned that and reworked your rating scheme. I've seen this situation but they always ended poorly for the ratee. last thing, do you have your quarterly counselings to back up why you don't deserve the NCOER's that you received??
That's two words, but yeah, the rater writes his rater bullets and the sr rater writes his.
But its really best if the whole rating chain is on the same level, to include the ratee. The ratee and sr rater that contributes to putting bullets on target end up with the right ncoer.

I saw a CSM of a recruiting bn write bullets that he wanted on an ncoer and then sent them back to his s-1 section had them rewrite the bullets and basically threaten the rater to sign it. Talk about some shady shit
Sr Raters do have a responsibility to ensure that these evals are consistant across all the people they rate... If SFC Smith is writing glowing NCOERs for all his SGTs in his platoon and SFC Doe is hammering all his, then it is the responsibility of the 1SG as the senior rater to step in and make some suggestions as to how these NCOERs can more realistically represent the period covered...
But since I don't have the whole story it is hard to know whether this is the case, generally if the Sr Rater wanted to get at you personally he has many other ways to do so other than jacking with your NCOER...
All I am saying is to look at it from why the Sr Rater is doing this and don't assume it is to screw you over...
