I was promoted to E5 on 1 March 2007 and I PCS'd in September 2007. While clearing my platoon sgt wrote up a change of rater and it was signed all they way up and s1 was supposed to submit it. Since I had a copy of the signed NCOER I was able to finish clearing and PCS. I never thought about it again until February this year when my new plt sgt said that I was due for an NCOER in March. I looked into it and the COR never made it into my OMPF. I still have a copy of it and took it to my new S1 and asked them if they could help me out. I have been going back every 2 weeks or so and asking about it but the S1 clerks seem pretty clueless. I also got in contact with my old S1 and they said they would try to get it fixed as well.

Obviously because you are reading this post you know now that it has still not been submitted or there is some kind of problem that I have no clue about. Neither S1's seem to be much of any help to me and I dont know where to turn. My annual should be due in September so I am trying to get it fixed now before it is due, but I am kind of clueless on the whole NCOER process and no one in my unit seems to want to help.

Do you guys have any advice?
