Ok, here it is. I just recieved my NCOER, and though I am a squad leader, I have acted as platoon sergeant for atleast 2 months of the past 12. I completed college and earned my BA during this rating period and I was also tasked as one of about 12 people in the brigade to train the brigade on non-lethal weapons techniques. I also attended INIWIC, and SAMMC. I had 3 soldiers in my squad earn thier EIB (including myself) and my squad has the highest pt average in the platoon. Also,
in the past 12 months, my squad is one of the few to not have any vehicle accidents. These are but a few of the things my squad and myself have accomplished during this rating period (of course w/o violating OPSEC). It is obvious that my squad produced and accomplished all tasks. My question is: I was rated as a 3 for performance and potential. Does this seem like a fair rating? If not, can i protest it? This is a first, all of my other NCOER's have me rated as a 1 or 2 in both areas. Help me.

From what I am aware of, you have to have something substantial to either prove a 1 or a 3, a three being a counseling of some sort. They just can't rate you a 3 then not explain their reasoning behind it. What is their reasoning?

jjmil03 is correct, 1 and 3 ratings have to be justified with bullet statements.
