I have a question about my NCOER and need some help. I was promoted to E-5 in April 2008, and am just now getting my first NCOER. All of the comments are good except for my APFT comment. I recieved a Marginal in this block and not becaue I failed the APFT. I admit I only scored 181 but my rater gave me a marginal because I took my PT Test on Sep 28, 2007. I Left for WLC on OCT 1, 2007. He reason for the maginal is that because I took the test in september 5 days before OCT 1 (new fiscal year), I did not take a record test in Fiscal year 08. Im questioning this because I was promoted in APR 08. I had to have a record APFT for 08 to get promoted. Can anyone tell me if I can take a APFT 5 days earlier than the start of the Fiscal year and have it count? Is my rater wrong for giving me a marginal and is there anything I can do about it? Any help would be great.
I took one this October so I have a Record for Fiscal year 09. In the guard we take two per year, but the one in the fall is for record and the one in the spring is not. My quetion is should I have received a Marginal on my NCOER for PT even though I passed. I met the standard so he should not give me a marginal right?
The_Duke, I understand that my APFT was 181 and I need improvement in this area, the problem was that every bullet on my NCOER justified a Fully capable soldier. All the comments were great, with the only one being in the APFT category stating I hadnt had a APFT in TY o8 even though I went to school on OCT 1 and took the test 5 days prior for record. The bullet points dont justify a Marginal rating....
You are right. It sounds like the bullets don't justify a marginal. But the good thing is that every NCOER must be reviewed by your 1SG & CSM. When they see Marginal & that thing about FY08, it will get kicked back. To get a marginal, your Rater will need a 2166-8-1 that documents the quarterly counseling & explains what the expectations of you were and how you did or did not meet those standards.
On the other hand, the phrase "PT makes the Soldier" is a major philosophy of Senior Leaders. Anyone who argues that this is not fair or right has to consider that we are SOLDIERS, WARRIORS, who must be prepared to fight & win. If that wasn't a major part of our responsibilities, then the Army would consist of a lot more contractors to do all the non-deployable desk jobs.
