Sounds to me like he's doing what he is supposed to do.

Are you a cookie-cutter NCO? If not, then why have a cookie-cutter NCOER? If I'm reading correctly, he's the review for multiple NCOs. If he's seeing basically the same bullets for every one that comes across his desk, then you can't blame him for wanting personally relevant bullets for each one, and that is what you should want, too.

I'd be willing to bet that his statement that the bullets don't match the rating is his way of saying that the bullets need to be changed, not the rating.
