Adding family member as dependent

I am trying to add my 18 year old sister-in-law as a dependent. I contacted legal for information and they told me to contact finance without me even explaining that she is 18. I cannot go to finance until tomorrow morning since they are closed on Thursdays all day for STT. I was wondering if anyone has any info regarding this before I head to finance.

I do have reason for her becoming my dependent. Basically my sister-in-law would be better of living with my wife and me as opposed to her mother, who cannot afford health care and can barely afford food.

I checked with my local legal's website and read the FAQs they had. Those didn't really help. I'll be stopping into finance, DEERS, and legal tomorrow morning to ask both of them if she is eligible or not. I really hope so, because I know I can take care of her a lot better than her mother can.

I forgot to add in my original post that we send my sister-in-law money every month to help her get food and help pay for her medical care. So obviously it would be easier for us to make her a dependent and take her in. Her mother really only cares about herself.
