Chain of Command refuses to sign extension for 35p

I have recently obtained everything I need to become a 35p (TS clearance, DLAB score, etc.) and am waiting on my 1SG and CO to sign off on the extension required to attend DLI. I hav been waiting for the signature for two weeks and have undergone TWO PT tests from the demands of my 1SG since (passing both). They are apparently hesitant to sign it, even though I meet all of the prerequisites for the MOS, have never had a negative counseling or Article 15, and have jump through every hoop they've thrown at me to get the signature.

I'm currently an 11B and an reclassing through my PA's advisement due to the fact that I have scoliosis, which isn't ideal for a grunt. I still meet the physical profile for 35P so no problems there.

Should I contact IG for my command's unwillingness to sign off on the extension? I'm also debating contacting my congressman because it is completely ridiculous I'm being treated this way.

I was on the same boat with my PSG, he refused to push paper work up and makes his own personal desicion on behalf of the high echelon. I'v gotten my PTDY denied by him not the 1sg or CO when this joke took charge, mind you my Batttion told me CSM verbally told me Im allowed it since the days went by I was told took to long to request it. This guy did the same thing with my extention paper work for my reclass. I just utilized the open door policy and went straight to the CO he sign it with no problem. Hey this is just me some times there are terrible NCO's
