Had points but not on the list

I met points before they came out, but was told there was nothing I could do since S-1 did not put them in before the 8th. I was also in the process of PCSing so I think they just did not want to do any work. I have since PCSed and was told I can get my promotion backdated. I looked up in the reg and 600-8-19 section 3-3 states: The promotion authority can promote if I did in fact meet the cutoff score. I have my PPW worksheet showing I had the points before they were released. I am going to take this up my new chain of command soon and want to know if anyone has experience with this.

How is it going I had a similar situation happen to me and this is what I learned from it hopefully it helps you out. First when did you submit your points to your S1 and then when did they submit them to HRC. While you may think you had enough points realistically you may have not by the deadline. With my situation HRC stated it plainly if the error occurs at HRC level it will get fixed and you will have your promotion date backdated. If the mistake happened at your unit level you will most likely need to make cutoff again. Luckily in my situation I made cutoff again the next month. Hope your situation works itself out well.
SO I'm still fighting this battle, but I have made progress. I am currently waiting to hear what my current chain of command will decide to do. I was able to get my old 1SG and PLT SGT to write memos that my updates were turned in on time to S1. I'll let you guys know what the outcome is when I find out.
So, if I understand you right, if S-1 messes up and drops the ball on something the soldier has to pay the price? I'm still trying to get this resolved, and was recently told to file an IG complaint. I have emailed HRC and I'm waiting to hear back before proceeding. Too many people, even those working in S1 have told me this is an easy fix.

Since your first post was two months ago, did you ever get promoted? Did you meet points the following month or months?
I'm still waiting for my promotion. Points skyrocketed the following month and have been 798 ever since. I am making some progress, although it doesn't look good. Apparently I may be out of luck due to Human error, ie. S1 not submitting my updates before the 8th. My CSM is looking to see if there is any way around that since I did submit my paper work well before the 8th.
If I may, here is the excerpt from the milper message that deals specifically with this problem:

6. IT IS ESSENTIAL THAT PERSONNEL INFORMATION MANAGEMENT (PIM) IAW AR 600-8-104 (BOTH PERSONNEL AND TRAINING DATA
ACCURACY AND TIMELINESS) IS ACHIEVED TO ENSURE PROMOTION POINTS ARE ACCURATE AND REFLECTIVE OF A SOLDIER’S
ACTUAL ACHIEVEMENTS AND ACCOMPLISHMENTS. EACH SOLDIER BEARS A PERSONAL RESPONSIBILITY TO ENSURE THEIR
RECORDS ARE ACCURATE AND REFLECT ALL INFORMATION NECESSARY TO COMPUTE ACCURATE PROMOTION SCORES.

THE S-1, UNIT HR SPECIALIST AND THE MILITARY PERSONNEL DIVISION (MPD) WILL ASSIST SOLDIERS IN THIS MATTER. SOLDIERS
WILL COMPETE FOR PROMOTION: FOR AC ONLY: BASED ON AUTOMATICALLY CALCULATED PROMOTION SCORES GENERATED
FROM BOTH PERSONNEL AND TRAINING DATA IN ELECTRONIC MILITARY PERSONNEL OFFICE SYSTEM (EMILPO) AND ARMY
TRAINING REQUIREMENTS AND RESOURCES SYSTEM (ATRRS).

INCORRECT PROMOTION SCORES PREDICATED ON MISSING OR INACCURATE PERSONNEL/TRAINING INFORMATION DOES NOT
CONSTITUTE A BASIS FOR PROMOTION SCORE ADJUSTMENTS TO AFFECT PREVIOUSLY ANNOUNCED PROMOTIONS. CORRECTIONS TO EITHER THE PERSONNEL OR TRAINING RECORDS AFFECT PROMOTION SCORES MOVING FORWARD NOT RETROACTIVELY. THERE ARE NO EXCEPTIONS TO THIS PROVISION.

So according to the milper message HRC spells out that it will not retroactively promote Soldiers. The problem is that I don't see where the milper message addresses incompetence by the unit. I'm curious to see what HRC says in it's reply to this individual through email.
