My NCOER hasn't posted to iPERMS or OMPF. WTF?

Folks,

A quick question for y'all. I've got an annual NCOER that was sent to HQDA on 17JUN13. It was my annual for the past year. It still hasn't posted to my OMPF or iPERMS. The little "where is my NCOER and what is it's status" link on the OMPF site doesn't have it even listed as having errors.

I tried e-mailing the folks at HRC on the e-mail address listed on the iPERMS website. Every time I try to send an e-mail to the address I get some garbage about how it wasn't able to send because of the address. Does anybody know any crazy ninja tricks to help me figure out where my NCOER is?

And yes, I've already discussed the issue with the short bus riding window licking idiots known as my Battalion Human Resource Specialists (S-1). Any help would be appreciative.

I'll tell you my ninja trick. You just call them and they answer every time. Have your singed NCOER right there ready to email in the event they never did get it.
I checked my NCOER from last year and noticed they somehow had mine without my signature. I called and told her, she went into my file and actually had the signed one. She swapped it right there and I got my notification of the new post.

Well im just a "short bus riding window licking idiot" but if my fellow window licker at your S1 cannot find your NCOER under his "drafts" on AKO myforms, then it never uploaded, if he did upload it, have him check the SSN on it, if everything is correct, then s/he should call HRC evaluations and inquire about it...but what do I know, gotta go back to window licking...
I have had two NCOs that inform me months later of the same. Number one, it is not S1's fault at all. You should be tracking that your NCOER was uploaded into iPerms the minute you signed it. It is your career; not theirs. I always track mine on the IWRS website. Here is the info.

Users can access the IWRS Website at https://knoxhrc16.hrc.army.mil/iwrs <-- You access that link with your CAC card and you enter your SSN. It then shows statuses of all your NCOER/OER; especially the latest.

My annual was delayed due to the shutdown but immediately when the shutdown was over, I kept track of my status (stated it was with DA reviewer) and the walla!; it posted. Do the same next time.

If its more than a month after you signed it and the status has not changed or you received the e-mail notification, then work the issue through your S1.
Chief I have a similar situation.
I recently returned from Afghanistan. My NCOER was signed by me and sent up the chain back in April. There is no sign of it in iPERMS. I recently contacted everyone in my squad who did theirs at the same time and none of them have theirs either.
I checked the IWRS website you referenced and nothing comes up for my SSN. For another twist I have had a change in my TPU status - I moved into a different unit as a result of promotion.
I will first contact my previous S1, but I am not sure where to go from there.

I have an update on this and am again seeking insight. My S1 said that "several" NCOERs were lost and never submitted. He has a copy of mine and was preparing to resubmit but cannot because all of the APFT cards were lost. He said that Bn and higher will not accept it without a signed DA 705. As luck would have it I have 50 copies of the one I took in November, but not the one pretaining to the NCOER. Given all of this do I have a legitimate reason to file an IG complaint?
My NCOER never made it into IWRS - it was lost by battalion. Meanwhile the company has the unsigned copy and are in the process of getting it signed (again). This is taking way too long and I am the only one making the effort to communicate. Hopefully it will be completed.
However another problem remains.. That NCOER covers the time up to 20140531 but I have unrated time from 20140601 to 20141112 (when my promotion transfer came through). During that time I was on 60+ days leave and only drilled once. The same unit that I am fighting with for my NCOER says that "as long as you don't have 6 months of unrated time it is ok". However every NCO I talk to says you do not want ANY unrated time. The time period in question is about 165 days. It is their responsibility to produce an additional evaluation, or can my current unit add it onto theirs and utilize the "j. NON-RATED CODES" block? I am not quite sure how that is/can be utilized and DA PAM 623-3 is not very clear.

Well I have two OERs that had six months of non-rated time due to two six month schools but my 1059 covered me for those periods.

Since your situation is so prolonged, I would contact your IG for guidance. Do not sign the NCOER if you feel it is not proper or correct. Also, time to move up your chain to your 1SG and CSM.

You need to get this resolved ASAP.

I havent been here in a while so I just saw your post. My LT is tracking the non-rated time situation and she assures me it will be squared away in my best interests. I also am happy to say that the initial COR NCOER finally made it into iPerms a few weeks ago. Better extremely late then never?
