NCO with a power trip

So my brother is in ACAP this week, which is mandatory for him to transition out of the army. He was sent back from his deployment 89 days before his ETS. He got a call while he was in class that he is scheduled for staff duty and that he was late. He has now gotten multiple calls from one of his SGT's informing him that he is being counseled for not being in his place of duty. Is there anyway that I can help mediate this. I want to get this SGT in as much trouble as possible, as well as his previous command for not following the rules set forth by congress to allow for his transition process. I want to put the fear of god into this people, because my command was scared not to let me leave after I refused to extend, for the record my brother is a specialist(E4). I hope someone can give me something to work with to nail these guys as hard as possible. If all I can do is get them to layoff then so be it, but I would really like to bring the hammer down on them. Thanks
