That's correct. My husband had to leave his last unit without his yearly ncoer because his rater just didn't feel like doing it. When we arrived to Bragg, his new unit acted like it was his fault. They tried to contact his old unit to try to get one written, but of course it didn't happen. This unit isn't much better because they haven't written one for the past two years.
We don't know what to do. Anytime he tries to ask about it, his leadership gets snotty with him and insists they'll get around to it. We can't MAKE them just do it, and going above their heads has proven to be a very grave mistake indeed. They're trying to force us out of the military because of other paperwork issues (see my thread in the reenlistment forum), and if they succeed I would prefer that his records be as accurate as possible.
