WLC Failure

From AR 600-8-19 Para 1-27

Soldiers who fail to successfully complete, fail to remain eligible to be scheduled for or attend, who are denied
enrollment in, or who do not attend their scheduled Noncommissioned Officer Education System (NCOES) class
(through fault of the Soldier) will be administratively reduced or removed from the promotion list. The effective date
of administrative reduction is the date of the action that caused the Soldier to be ineligible to retain the promotion. The
DOR will be the previous DOR held at the reduced grade.
My interpretation is that if he was an E-5P then he would lose the P status because you must be a graduate of WLC to pin SSG.

However, if I was his 1SG and CDR, I would not allow him to pin on SGT when he can't pass the easiest of the NCOES schools. How can he train, lead, and mentor Soldiers when he can't even pass WLC?
I read the reg a little bit more, and from what I read is that there will be a code next to his name that states he failed an NCOES school and his name will be removed from the by name list and will not get promoted. I may be wrong, but that is what I understand it to be.

Look in para 3-9 of AR 600-8-19 and take a look for yourself and you may understand it differently than I do.

I quite agree with that statement... what kind of example is it to other soldiers when you tell them they need to go to WLC, yet they see a WLC failure still pick up E-5 (clearly not worthy of NCO or SGT)
